I published an article about this about 3 months ago, but apparently Intuit continues to receive a number of reports in regard to an error associated with 'loading a dynamic link library' for QuickBooks Desktop. The specific error message is 80029c4a.
As of the time/date of this article, Intuit has not reported an actual 'fix' for this problem based upon information released in a recent 'KBA' update.
The other problem impacting users experiencing this problem is that they are relying upon 'support phone numbers' or 'websites' they find on the Internet using search-engines. A large number of users are getting 'fictitious' organizations that pose as QuickBooks Technical Support when in fact they are not Intuit at all. Many users are reportedly having their credit cards charged for large sums for support that doesn't even resolve the error.
At the present time, the steps that follow seem to be the best resolution if you are encountering this error when trying to open QuickBooks Desktop and you receive an error message that looks like this:

Intuit is recommending that users take the following steps to resolve this error.
Uninstall QuickBooks Desktop
- On your keyboard, press Windows+R to open the Run command.
- Type in Control Panel and click OK.
- Click Uninstall Program.
- In the list of programs, select QuickBooks and click Uninstall/Change.
- Follow the prompts to complete the process.
Rename the QuickBooks Desktop installation folders
- Download and run the QuickBooks Clean-install Tool to assist you with this task.
- You can download this tool from this Intuit website.
Download and Reinstall your QuickBooks Desktop software
- Start at this official Intuit website to download your QuickBooks Desktop version.
- Select the appropriate download link based upon your 'country' version.
- Follow the instructions for downloading your QuickBooks version.
- Install the software according to the instructions found on this website.
Update to the latest release of your QuickBooks Desktop software.
- From the File menu, click Close Company/Logoff. NOTE: If you open multiple company files in QuickBooks Desktop, you have to do this step for every company that are open.
- Click File > Exit.
- Right click the QuickBooks Desktop icon on your desktop.
- Click Run as administrator.
- Make sure you are in the No Company Open screen.
- From Help menu, choose Update QuickBooks.
- Click Options.
- Select the Mark All button then click Save.
- Click Update Now.
- Click Reset Update then click the Get Updates button.
- When the Update Complete message appears, close QuickBooks Desktop.
- Open QuickBooks Desktop. If you get the message to install update, click Yes.
- When the installation is complete, restart your computer.
