You shouldn't be able to "purchase" a listing on the Find-a-ProAdvisor directory and you shouldn't get one for free especially not just because you signed somebody up for QBO. A listing on the Find-a-ProAdvisor directory should be "earned" through YEARS of offering dedicated support of QuickBooks products, training, and certification.

Find a ProAdvisor requires Certification

Just joining the ProAdvisor (either the 'paid' desktop or 'free' cloud) Program DOES NOT qualify anyone for a position on the Find-a-ProAdvisor listing. According to Intuit, Only ProAdvisors who are current on their QuickBooks Certification are entitled to a listing on the Find-a-ProAdvisor directory. To be current/up-to date on their certification, a ProAdvisor must have passed one of the three most recent QuickBooks desktop certifications, or must have passed QuickBooks Online certification in the last 366 days.

ProAdvisors & UPS addresses

So, if I'm reading Kim Amsbaugh's letter correctly, Intuit believes they have addressed the issue. If you are still seeing the same ProAdvisor's listed via UPS PO Box addresses listed 3 or more times, perhaps you need to send Kim a list?
